National Shelter has just issued a report on boarding houses, caravan parks and other marginal housing called 'Marginal tenures - a national picture'. This type of housing is often ‘housing of last resort’. The report identifies an overall decline in marginal housing and highlights important legislative and planning issues. While a number of these issues are different for non-metropolitan locations (and these differences are not identified in this study) the report does present a good starting point for discussions with government about improving supply and the housing circumstances of margionally housed residents.
